Yeah totally agree but its 'buyer beware' and that applies to PPC / CPC as much as anything else. I guess if you are getting targetted by click-fraud then all you can do is either a) use a different form of marketing, or b) use click-tracking software to build up evidence of the abuse and use that to get a refund from Google, or whoever you use for your PPC.
