You don't need to handle or fight Penguin. You just have to abide to what Google wants everything would be on the right place. See, all link schemes that tend to manipulate rankings are now close to be dead because of penguin. If you got hit, then I think you should review all your efforts.

The best thing to do is to give users what they want. They don't want links. They don't care if you use keyword density, they don't care if you apply good SEO. The only thing they care about is the information that you can give them.
