As a professional SEO i have to disagree, what i see in this forum and others is that most small business owners understand the importance of good search rankings, however most have no real idea about which terms will provide them true ROI. They read a few forums/blogs and websites and decide it is real easy and promptly go and over optimise their site and use (free and cheap) methods to build link credibilty and end up worse than they were.
I optimise for both local businesses (small) and big global brands and other than budget constraints its all the same.
SEO is a simple process - it really is and yet i get paid more than most senior executives to do it how is that possible? because it may be simple on the surface but the nuances are very difficult to grasp and get right but the small business just cannot afford the time to be effective with SEO - its a time consuming and laborious task so it never comes cheap, pay $100 per month you will get 3 or four hours of a ineffective SEO's time. Its a difficult one for small businesses to get a handle on.
Especially with so much misinformation and absolute tripe written about it, every man and his dog has an opinion and for the most part the dogs make more sense
