From my experience, the site that has done the best job at giving the SEs what they ask for in SEO will get the top spot, regardless of PageRank ... which, BTW, is derived in large part from off-page efforts, like link building. Links are nice, but on-page SEO is tops for top SERPs. PR has very little to do with it and your idea that sites with "equal" link schemes being ranked in oder of PR is ... well, just not so.
Try it yourself with a few keywords and phrases and run the sites that you get on page one of SERPs through a good PageRank tool and see for yourself.
