I have always heard that Backlinks are really effective for the Page rank. But I have not got any kinds of proof regarding this. Can you affirm this claim?

PR is passed from higher PR sites to lower PR sites. If your site is PR 6 and has links to sites lower than 6, then those sites likely get a boost from your site. On the other hand, your site does not get any PR increase from them because they are lower than you.
