You could use some traffic exchanges. I know it is a pain to earn credits by clicking but it is a good method to build and opt-in list. Give away some targeteed freebies and collect names and emails. This way you can eventually launch an email campaign to drive prospected consumers to your web site.

You also need good content and themed Back links of course.

Write some articles and submit them with your links in the resources box.

    Good Luck to you

Most people on traffic exchanges are trying to sell rather than buy.

Traffic exchanges are populated with people doing the same thing you're doing. Surfing for points and NOT spending any money.

Try to submit your site to as many search engines as you can.
If you have a Indian Website, be sure to submit it to all the Indian Directories.
Make sure that you don't have broken links on your site! When someone clicks a link and it does not work.
Make sure your META TAGS are done right
Submit your site to as many privately run Link Directories/Search Engines as you can find. These will not boost your traffic in any major way but will help to maintain steady stream of qualified visitors.

I imagine we're having the same trouble. That's why every time my bring plan end up with PPC as the next step, I would do away with it for a while and bring on the next process.

PPC can help you in your task. Alternatively, you can also put up the ads on Google Adwords. You can also use link building strategies.

Backlinks will indeed contribute to traffic, but what about better SEO and higher SERPs? IMO, that trumps backlinks.

SEO is NOT an exact science but there are several things that can be done to improve your site's visibility on the Web. Getting visitors to your site is not difficult but getting targeted visitors to your site ups the ante quite a bit.
