    it has to be sum of all the factors, we can not talk about the content on page, without linking it from other websites, 2 websites with similar amount of relevant contents, one with strong back links one with no, its obvious which is going to rank higher

    Backlinks surely count toward PR. Not much else does. But I have never considered any manifest whatsoever that either backlinks or PR have any assuming on SERPs.
