Its all about on page optimization if you want to increase PR. Thats fact. Linking out decreases PR. For example, if you have a blog link every blog post together instead of linking out to other sites. Internal linking will increase PR over time.
But then your just hoarding all the PR to yourself

First of all let me tell you whateever task you are doing, do relevant and quality submission. The world relevant is most important because geniune visitors/ actual buyer search relevant things/ catergory only. Also link wheel is also best way to increase page rank of site.

I have heard (from a genuine expert on another forum) that PR is one of the 200 things Google takes into account when determining position on serps.

I don't think so...there are low PR that grabs 1st position than the higher PR.
I guess it is just an ego of the site of gaining high PR and to those customers who are SEO sensitive, that will ask probably before buying your service "do you have a site?" "and what is your PR?"

Not inconsistent with my point. PR is only one of the criteria for determining serps.

Hey Guys have you tried Guest posting on high PR sites for your site I think that also a good way to increase PR of your site.

There are many factors which affects the PR like backlinks, traffic and so on. For exact idea you have to refer the Google Algorithm. I would suggest you to concentrate on SERP rather than PR. Because that's the most important factor for anyone.
