The theory is that, other things being equal, a webpage with high authority will go higher in serps than a lesser page. As Old Sarge demonstrates from his website example, PR does not count for much if anything in serps. Apparently it is one of twenty factors deciding a webpage's authority.
PR's real value is if you want to sell a high PR site. People want them.
