For instance, a PR 2 site rating at #1 in all the Big Three and several other SEs while other sites with PR all the way to PR 8 don't get in the top ten for the exact same keywords.
Yes, that's my experience too. I think it has to do with the amount of pages that have that keyword phrase combination in their on-page SEO. If it's a page with good internal work, then it'll outrank higher PR pages. BUT I think it only applies to those pages that don't have that much competition. What you're talking about I generally found for sites that have results in hundred thousands and less, not millions.

But then again, I don't know if that 1000 results is true . I can however tell you where I heard it... stompernet.com.

Does it have to be the quantity or amount?or the quality?

for on page seo, the keyword phrase should appear in title tags, in description and keywords, in heading tags, in alt tags for images, in the body of your page, and in the anchor text of your links. I'd check out Old Sarge's watercolor site, he uses all these things. And even though he has 232 words on page, he is still ranking first for original watercolor art. (well done old sarge)

It's not so much the quality of your sentence structure, as the quality of your SEO that really helps rank.

Now I want to find out what your links are like old sarge, w/o reverse lookup. Are you using linkwheels?

Really a big conversation, but wants to add my views that Page Rank is still important, lets take an example that all of us know getting one backlink on a particular keyword from PR 4 website is really better than getting 10 backlinks from PR 0 websites, now see this in other way that we have a site of pr4 having good on-page optimization,we have keywords in our anchor text targeting our own internal pages, so in my opinion this will also considered as a link from pr 4, which really gives a benefit to that page...

    Sunny,

I've experimented with links to and from internal pages and can tell you one thing for certain ...

The structure of each page url is vitally important. If the page has the wrong url structure, it may not even get indexed and may never show in any search ... no matter what you try for SEO.

Make ALL your urls meaningful and avoid the little things that the SEs don't like.

Got it. Like three-way links on a larger scale.

I've not done much of that so far. I could not get enough other sites interested and I've resisted the social sites.
