The last I heard from Google was that backlinks only increase your PR when from sites with a greater PR.

... and only through links. PR has nothing to do with keywords, etc.

1) Optimize your site, choose good title, meta tags, keywords phrase (google keyword tool and keyword wordtracker might give you an idea)
2) Create a sitemap and submit to search engines, like google webmaster tool, site yahoo explorer. This sitemap is basically telling search engines to crawl your site's content.
3) Build as much as link you can make. The more backlinks you have = More fast for search engines to index your site.
4) Promote your site, by doing commentings on forums, same niche blog/sites, link exchanges, social media (twitter, facebook, etc)
5) Submit your site to website directories.

For increasing page rank, get lots of back links from quality sites. One way to do this is to write articles and submit them to websites accepting author submissions. You could just Google for these sites. Also it’s good to include your keywords in the anchor text from the sites linking to you. Add your URL to the Open directory Project. Learn more about how your site is crawled and to submit your sitemap .xml.

One of the important determinant of the page rank is links that you have on your site. There are lots of ways link building techniques that you can use like Directory submission, Article Submission, Forum posting, Blog commenting etc.

I think that you can promote your website by putting it onto the large search engines, such as Google ,Baidu . so that most of the people will know your website .

Build a sitemap for your website
Page rank can really help you edge past your competitors but it can be tough if you have no info about tools.
advertise you site on other sites etc.

The Old Sarge, who knows a thing or three, says otherwise!

It may help you edge past them in visits and/orsales ... conversions if you will ... but it will do very, very little as far as your placement in organic search. Good SEO and quality (unique?) content are by far the best ways to get in the top ten searchwise.

I think the most important part in online business is to get ranking in search engines other than worrying for PR.
Still if you need to get high PR then you should build links for your website from forums, blogs, directories etc.

These are just my personal thoughts, and I haven't read them anywhere else. I think Google does a spell-check and grammar check on a site's contents. They probably do a readability check too, on things like sentence length. The days seem to be gone when a black-hat SEO with English as a second language could get into the top of serps. These are just personal observations, which is not exactly scientific, but they might be right all the same.
