If you want to increase PR, then you simply have to start focusing your efforts on building backlinks to your site. The 2 most important factors to increase your page rank is this:
    1. Get High PR Sites To Link To You
    2. Getting a Large Volume Of Backlinks
There's a lot of other factors that many SEO experts claim to have a positive impact on your PR. Some of them like getting links from ".edu" sites might have some value, but for the most part focusing on quality and quantity links will get you the best results. It's always wise to build both quality and quantity links. As a rule of thumb, you can split your link building efforts 60/40 with 60% of your time focused on quality links and 40% on building quantity links.

One of the factors that affect page rank is the number of inbound links that you are getting. To create links, engaging on the techniques like blog commenting, article submission, classified ads, press release and link exchange helps. Just make sure to create links from relevant and DoFollow sites because Google gives more value on them.

There are free traffics, and paid traffics. I personally have tried both, paid traffics generate you lots and lots of traffics, but they are mostly not coming back, which you don't want.
Free traffics you can get from search engines, referral sites. Here are a few steps that might help.
    1) Optimize your site, choose good title, meta tags, keywords phrase (google keyword tool and keyword wordtracker might give you an idea)
    2) Create a sitemap and submit to search engines, like google webmaster tool, site yahoo explorer. This sitemap is basically telling search engines to crawl your site's content.
    3) Build as much as link you can make. The more backlinks you have = More fast for search engines to index your site.
    4) Promote your site, by doing commentings on forums, same niche blog/sites, link exchanges, social media (twitter, facebook, etc)
    5) Submit your site to website directories.

This sounds obvious, but get your website noticed by real people, then Google will notice it, and therefore, a PR increase will come in. If you can get it up in the ranks, then you'll start getting more real people there, and if they like it, they'll link to it, they'll tell their friends, those people will link to it, etc etc. But getting your site up is way harder said than done.

Are you quite sure that is accurate? (Not trying to be rude or cheeky.)

I have a PR3 website. Looking at the backlinks to my site, there are only 8, and all from PR0 sites. (It is a niche site that I did as a hobby 10 years ago. I submitted it to the SE's, but never tried any other kind of promotion at all.)

    > other than writing articles, doing regular web linking methods, signature linking, and adding my site to all other directories are there any other -- the latest -- way to increase a site's Rank?

Writing articles and quality contents - these are the most important tasks.

    Can you substaniate that?

According to Google, the originator and owner of "Page Rank", PR is a rating of how "important" your page is. It's earned by having good, useful, valuable content and from having inbound links from sites with higher PR.

How do you make the connection between PR and keywords?

You have given me a reason to pause before spending several hours submitting my PR3 website to hundreds of PR0-PR3 web directories. Do you mean it would not help at all?

Call me a wicked old cynic, but I think the member who said that was more interested in spreading sig-links than in spreading knowledge.

Good links never hurt, even if they don't increase your PR.

As for the sig links ... I think you're right.

Ooooh! Now, Sir, or Sarge rather, which is often an even more important rank. That was a non-committal answer! Quite a few hours of my time could be wasted or employed valuably, as the case may be.

Would 100 links from PR2 sites increase the authority / serps / whatever of a PR3 site?

    (Anybody sure of the answer?)

IMO (based on what Google says about links and PR), no, they would not. But, they may bring a lot more traffic and traffic may result in better links (from higher PR sites).
