Is there one e-commerce solution that can...

    1. Give free shipping to some customers?
    2. Give different sales tax to customers in the same county?
    3. When adding a new customers, can you copy over the details from an existing customer, so you dont have to enter everything in from scratch?
    4. Can each customer have different pricing, adjusted at an individual product level, but not adjusted by percentage?

Thank you for any suggestions! I've looked into zencart and magento so far, but I dont think either one can do all of the above. A paid solution will be ok if none of the free ones can do all of these things.

Check out Volusion. The tax issue is the only thing I'm not sure about.

Unfortunately Volusion only allows tax settings at the state level. Not sure why the need for county level tax rates, though. As far as I know, sales tax is a state level determination.

James, a lot of entities below state level have implimented sales taxes. Counties and cities being the most prevalent among them.

Ahhh.... okay... don't know any ecommerce stores that have tax rates by city and/or county. That's why he's having a heck of a time finding an ecommerce solution to do it.

No, I would rather spend $10K on something other than software. Like inventory and advertising. Why not just get a cheap e-store and test the market with advertising and some popular inventory inventory.

Most shopping carts have these features but all of them require certain amount of tweaking.

With either of these carts, a little bit of php code to run a check through the customer details in the database should calculate pre defined zone charges for tax rates, discounts and shipping etc.

Maybe an 'off the shelf' installation won't do the job but it wouldn't cost that much for a coder to create a module to do what you want to achieve.
