I disagree. And I have proof. Take a look at the first site in my signature. Use the keywords and phrases to search Google, Yahoo! and Bing/MSN. It ranks #1 for the main one and consistantly in the top 5 for a few others, consitantly outranking sites with PR 4, 5, 6 and even an occasional 7. It has a PR 2 and very few links from any site over PR 4, most are from PR 0 sites.

Agreed. But how many do you think actually have the bar installed and how many actually look at the PR rating of any given site? Also, how many people surf the Internet or search for something specific and click links based on PR?

PageRank is a system that helps Google to organize its search result pages. It used to be the heart of Google's ranking algorithms. Google explains PageRank as follows:
"PageRank relies on the uniquely democratic nature of the web by using its vast link structure as an indicator of an individual page's value. In essence, Google interprets a link from page A to page B as a vote, by page A, for page B. But, Google looks at more than the sheer volume of votes, or links a page receives; it also analyzes the page that casts the vote. Votes cast by pages that are themselves 'important' weigh more heavily and help to make other pages 'important.'
Important, high-quality sites receive a higher PageRank, which Google remembers each time it conducts a search.

PageRank measure's a web page's importance. A Score out of ten assigned by google to each indexed web pages. The visible result of the algorithm, but note that the “public” PR is not the same as the ‘true’ PR and is only updated infrequently. PageRank is one of many factors that determines where your web page appears in search result ranking, but if all other factors are equal, PageRank can have significant impact on your Google rankings.

One more time,

Can anyone that feels PR helps determine a page's SE placement explain this?

PageRank used to be so important that many webmasters only concentrated on getting a high PageRank without caring about other important aspects of their web site.
Even today, many webmasters only want to link to web sites with a high PageRank and some webmasters even accept only links from web sites that have a high PageRank.
However, a high PageRank does not mean much to your business. It's basically only a green line in a search engine toolbar that has little effect on your web site rankings. It doesn't mean that you'll get more visitors and it also doesn't mean that your web site is useful to your web site visitors.

Another Google PageRank update appears to be underway or approaching completion. What that means for SEO is a matter of debate inside the industry, but along PageRank toolbars, ranking has increased for lower ranked sites while it has decreased for previously higher ranked sites.
This indicates that there is something to PageRank, even if the industry buffs don’t always agree on what. The general consensus, however, is that PageRank is not as important for your site, as it is for other sites linking to your site. That is, you get more credibility if a highly ranked and trusted site links to yours, .
“Google seems to have expanded their differentiation between bogus links and links which are earned. Ultimately that can mean higher search result rankings for competitive keywords. PageRank, therefore, seems to be only a very small (but somewhat important) part of the overall equation. PageRank is judged primarily on a website’s link age, link volume, and link value.

Right from the Horse's Mouth ... Google, that is.
Q: My site's PageRank has gone up / gone down / not changed in months!
A: Don't worry. In fact, don't bother thinking about it. We only update the PageRank displayed in Google Toolbar a few times a year; this is our respectful hint for you to worry less about PageRank, which is just one of over 200 signals that can affect how your site is crawled, indexed and ranked. PageRank is an easy metric to focus on, but just because it's easy doesn't mean it's useful for you as a site owner. If you're looking for metrics, we'd encourage you to check out Analytics, think about conversion rates, ROI (return on investment), relevancy, or other metrics that actually correlate to meaningful gains for your website or business.

When I tested this http://www.veikoherne.com/2008/07/su...waste-of-time/ suddenly after 5-6 month period this site page rank was from 0-3. As those link submission sites are not longer accurante, I'm currently testing few hundred sites from another list out.
If you have any money to pay me for your site submissions, please let me know because I'm doing those kind of things without any income my own.

Page rank will not give your business money but traffic will. But then again, if you are into selling links PR is worth the effort.

Reading between the lines from that Google note and Matt Cutts' blog Page Rank, especially toolbar Page Rank, is becoming less and less important. More important is 'authority' ie whether sites Google thinks are authorities on a topic think that your site is an authority.

Personally and based on my own experience i think that the PR is useless, i have a website ranking above millions of highly oprimized sites and its PR is 0 . you should consider the PR only if you are planing to sell your site or to sell links in your site

I definitely agree! I have seen a lot of sites who rank on top of the SERP with less or not PR at all
Today, PR is not as important as it was before what matters most is your position in SERP and the traffic that your site is getting
