Yes. But if you're looking for a lot of relevant links in a hurry, you probably won't find them at either place. The first is very good for a few links a month with absolute relevance, the second is good for quite a lot of reqests for links, most of which are not relevant.

While both serve a purpose, if I had to choose only one, it would be the first. Slow, steady link-building with relevant sites is much preferred over the quick and easy way to a lot of links.
