Yes, that's my experience too. I think it has to do with the amount of pages that have that keyword phrase combination in their on-page SEO. If it's a page with good internal work, then it'll outrank higher PR pages. BUT I think it only applies to those pages that don't have that much competition. What you're talking about I generally found for sites that have results in hundred thousands and less, not millions.
But then again, I don't know if that 1000 results is true . I can however tell you where I heard it... stompernet.com.
