The Google PR algorithm is a matter of record... for those who can understand it!

Is there any one have experience with a site. After how much work & time, the PR increase?

I notice that before creating backlinks the PR was 4 but after 2 months it decrease to zero. Why?

Pagerank is based entirely on the strength and number of backlinks pointing to your site. And is not connected to keywords.
However, having a high page rank does not mean you will show up high in the search engines. To do this, according to Google is based on over 200 separate criteria such as unique content, accessibility and page load speed.
So you not concentrate too much on what your page rank is, but rather the overall SEO campaign

PR can fluxuate widely, especially for new sites. Often, it's Google itself that causes the fluxuation and not the site. Things tend to settle down in time.

Do SEO as much as you can.
Quality SEO is the best.

One of the factors that affect page rank is the number of inbound links that you are getting. To create links, engaging on the techniques like blog commenting, article submission, classified ads, press release and link exchange helps. Just make sure to create links from relevant and DoFollow sites because Google gives more value on them.

Exactly Mike!
All you people who think that things like content, keywords, traffic, etc. are somehow factors in the PageRank formula should go read The Anatomy of a Large-Scaled Hypertextual Web Search Engine (See section 2.1). This is the whitepaper written by Sergey Brin and Larry Page (cofounders of Google) while at Stanford. It's where PageRank was first mentioned. You can see their patents on page rank too.
PageRank is a measure of link popularity... period. It's a measure of the quantity (number) and quality (strenghth) of a URL's inbound links... from both internal and external sources.

Google Page Rank is merely a mensuration of how many pages link to you. Every page that links to your site affords your site a sure number of points.

Only if those pages hold a higher PR than your page.

PR doesn't work any more as it did before. It seems if you have PR lower than 6-7 it won't give you much in your positions.

PR never did count for much. It's effect was/is infinitesimal at best. That's why PR 0-2 sites regularly rank higher in SERPs than some PR 6-9 sites. SERPs is about SEO and showing searchewrs what they're looking for, period. PR is about webmaster vanity.
