I found that placing links in my articles to other sites increases traffic to my site. The links are carefully chosen and relevant to my articles.

Submitting to directories are not as easy as submitting to search engines. You have to make sure that there are no dead links or "under construction pages" on your site. They do not accept such sites.

Before you do that, all atempts to increase traffic will make no sense.

- Correct meta information (different on every page)
- Clean URLs
- No frames
- No links to "index.html", only "/"
- Diferent title and H1 for every page
- Text based navigation
- Use Google webmaster tools
- Use alt tags for all images
- Optimize images
- Etc...

3. Submit to search engines, catalogs, social bookmarking, etc
4. Start a simple wordpress based blog on a subdomain of your site
5. Consider buying traffic (PPC) and advertising on social networks
Avoid spamming, publishing duplicate content, link exchange and SEO consultants.

I agree with roban. I prefer using content to get traffic with backlinks to back it up. I find that lots of keyword focused content pages work like invitations in the search engines. Each page becomes a new doorway for visitors to find your site. It also creates traffic stability, because the more pages you have, the more diversified your site is and the less prone to search engine fluctuation.
There is a lot to be said for social media and networking, too. There are many ways to get people arriving and returning and different tools work better for different types of sites.
