Its a number , set by a large amount of data algorithms put together by Moz in hopes of emulating googles own ranking algorithm. Its not perfect , but its a decent way of measuring your sites potential to rank.

It considers ranking factors across your domain and compiles a score and this score according to moz it a sites potential for growth in the google serps . It must be noted that moz has 2 other metrics that run concurrent with this one , PA and Moz rank.

Domain Authority (DA) is a search engine ranking score developed by Moz that predicts how well a website will rank on search engine result pages (SERPs). A Domain Authority score ranges from one to 100, with higher scores corresponding to a greater ability to rank. Domain Authority is calculated by evaluating linking root domains, number of total links, MozRank, MozTrust, etc. — into a single DA score. This score can then be used when comparing websites or tracking the "ranking strength" of a website over time.

Not sure when people decided that MOZ invented domain authority (also referred to as thought leadership) of a website describes its relevance for a specific subject area or industry.

This relevance has a direct impact on its ranking by search engines, trying to assess domain authority through automated analytic algorithms.

It was around long before MOZ ever came out with a tool for it.

Other Words, it has nothing to do with MOZ.
