It depends on what sort of traffic you're looking for.
Ask yourself, "What is my target group? Who am I trying to attract to my site and what is it I want them to do once they get on it?"
Social bookmarking, article submission and blog posting gives quality backlinks..
Find the places from which you can get quality backlinks. Among the acceptable ways of building quality backlinks are getting listed in directories, posting in forums, blogs and article directories.
I still think that social bookmarking and forum posting is the best way to get backlinks with anchor text.
Article submission gives you the best control over the anchor text.

I agree to the said above. Plus you can patrticipate in different public answers pages like yahoo answers, wiki answers etc. posting your articles/answers there.
I’ve been reading a lot about how to build backlinks. A lot of people ask questions about the best way for to get backlinks on their site. The standard answer is directories, classifieds, link exchanges etc. The best way is not standard. When someone links to your site they are essentially saying, “I find this page interesting.” In order for someone to find your page interesting, you have to build interesting content.

Well all of them works in equal proportion provided its done in the right way. All of these methods are for getting backlinks but only use websites with good reputation and High PR for getting quality backlinks. Only with quality backlinks your website’s PR will increase.

Forum posting and well-written article submission will drive not just natural backlinks but also good traffic to your site.
As someone said for what purpose you are using back links for, it depends on that. First ascertain the target group that you are looking at and based on that decide which can get you more targeted traffic. I feel Article submission is the best as it works out very well for me. Thanks
It might sound like heresy to says this, but forget about anchor text, especially for Google. Google's algorithm is way too advanced these days and anchor text doesn't have nearly the same weight as it used to. The words surrounding the link and the location of the link on the page (in-content vs. in-footer or global navigation) are far more important than anchor text considerations these days.
I would think about the product(s) that you sell and then think about the products related that you sell and find those websites/ blogs and email them and ask to do a link exchange.
Kind of like this, say you sell couches/ sofas, then think about about all the accessories that people buy when they have bought a couch/ sofa; that would be ottomans, lamps, throw rugs, leather cleaners, etc.., people who are related to what you are selling but not in direct competition. Find those sites/ blogs and offer link exchanges.

You need to do all of them if you want to get good traffic. Article marketing is fastest way of getting backlinks in my opinion.
Lots of methods are here to create quality back link. You can go with blog commenting, social book marking and directory submission. Do provide appropriate link to get qaulity back link. Dont spam on blog while doing comment posting on it. Do prefer high PR directories for submission. Good luck.
A "Quality" link is one YOU CAN'T DROP FOR YOURSELF!!
It is the one that you EARN from a related site that delivers useful information and has a high trust level for the search engines. Getting backlinks from authority sites such as .edu .gov sites gives you a reliable facade for google. But don't just abuse all those aforementioned domains. Link but don't spam!
Also, According to me the Best way to build quality links naturally is to write a unique content that will attract links naturally so that people will link to it.
Getting 5000 backlinks is itself a greedy attitude. But, I cant say it isnt possible. It is possible if u work for it. But, the way u approach the problem is pretty dangerous. Because, using bots can invite banishment from google. Google hates anything that has the word "bot" in it. They consider it as a black hat method.
U see, there's also something else u shud know. 5000 backlinks from low pagerank is equal to 10 backlinks from high pagerank. Pagerank doesnt fully depend on the no.of links, but the quality and relevancy of the links. You shud not promote your site for being in google. When u put an AD or link, think how the people will be benifitted. Think this way and u'll be safe in th eyes of google.
Do legitimate promotion. Bots are always bad news if u target google and Yahoo!. I can give u an example. Link Vault is very popular and well thought up auto link exchange system. It is an ingenious link system which works according to the "Vaultage" of different users. It obeyed every bit of google TOS. And, no one ever thought it would be banned from google. Though it wasnt an official ban, it actually disappeared from google's database. So, take my advice and never go for illegal and "Get 10000+ links TODAY" sites.
Sometimes, these sites may deposit your links to some link farm(known as bad neighborhoods). No link exchange in the web is fast. Web Promotion is slow but effective. Or else, u have to put in a lot of effort and money into it .Even if it is a little time consuming, be legal, sincere and u'll surely get a good ranking once and a good feeling in your mind.
In my own experiences, the best way to get stable backlinks would be blog by yourself on your own blog hosting. In this way, you would have more controls than all of other channels. :)

Google does not more prefer optimized contents as compare the most relevant content. So use unique good content with best related to your site because search engine first give value for unique good contents..and then do all SEO process in organic way...
The best way to get back links is to do commenting in high page rank sites and forums. Moreover there are several other options too like bookmarking and pdf files.

These tips mentioned here are pretty much the basic of seo but you can't really achieve a reasonable amount of backlinks if you just wait for your site to be recognized because of it's content. You still have to work for it through link promotions. I think that directories are a waste of time. Very few of these links, unless they are very high ranking targeted directories, ever show up on google. I have found that now the best more effective technique is using google owned properties. Blogger links show up very quickly and at a 100% rate on google. You can set up five free blogs with one gmail account and post every day. Youtube is very effective now as google owns youtube. Any kind of related video on youtube can be picked up very quickly on google and show up in results. Also, use your .info url to set up a big links site with information - google consideres .info url's as authority sites and these are very good guaranteed links. I would also say that "do follow" links in forums like this are very strong on google. Everything else your success rate will be relatively low.

Forum Posting is very strong technique. My enthusiasm for article writing is not as strong as it has been, due to the fact that while you can get good links, the number of sites where you really get quality permanent links that Google likes is relatively small. Again, any legitimate link from a Blogger post is 100% picked up by Google very quickly and they are permanent as long a the blog is live.

I dont know faking..I get great results with article submission and directory submission. Also..blog submission works out pretty well too
Just citing my experience. Have done thousands of directory submissions with little long term results. Articles and especially press releases are good and essential, but for the work the percentage of permanent links is not the greatest. Blogs are okay, but statistically Google owned blogs and YouTube, are the best, with forums also very good but they take longer to appear on Google. You can include two links in every posting in a Blogger account and they all appear as good permanent links. The more posts there are on the blog and the more blog-search engines it is submitted to, the higher ranking it gets and you can control your backlinks very well that way. You can get five blogs in one Gmail account. It is just my experience that Google is obviously discriminating against links that come from non-google-owned properties. That's my opinion. All those links, over time, fade away.
