You could use some traffic exchanges. I know it is a pain to earn credits by clicking but it is a good method to build and opt-in list. Give away some targeteed freebies and collect names and emails. This way you can eventually launch an email campaign to drive prospected consumers to your web site.
You also need good content and themed Back links of course.
Write some articles and submit them with your links in the resources box.

If you have a Indian Website, be sure to submit it to all the Indian Directories.
Make sure that you don't have broken links on your site! When someone clicks a link and it does not work.

I imagine we're having the same trouble. That's why every time my bring plan end up with PPC as the next step, I would do away with it for a while and bring on the next process.
