IMHO you have to find the right solution for you once you have clearly identified who your customer is. A mix of:
Social Networking - you have to participate in these mediums though you cannot just spam.
Articles/Press Releases - write interesting and relevant articles and press releases and publish them to directories/press release sites linking them back to your site.
Blogging - have a fresh and interesting blog relevant to your niche. You only need to post to it about 8 times per month one of which could be a news round up.
