PR is passed from higher PR sites to lower PR sites. If your site is PR 6 and has links to sites lower than 6, then those sites likely get a boost from your site. On the other hand, your site does not get any PR increase from them because they are lower than you.

The reason my website has first ranking is not only backlinks. Writing informative meta tags and page content of inner pages helped me achieve it.
