personally I think page is overated these days but . some other goods are create a blog and post to it with links as well as do guests post on other peoples blogs.

In my opinion directories, unless they are really major targeted directories, are a waste of time. I can't find much success in these links on Google. I have found more and more Google likes links on google owned properties like blogger and youtube - any thoughts?

Go after your keywords.
Optimization of course comes first. But links are required with anchors that associate with your keyword optimization. That's what brings your rank up for specific key term searches. This is possible even if your overall page rank is not high.

These are just my personal thoughts, and I haven't read them anywhere else. I think Google does a spell-check and grammar check on a site's contents. They probably do a readability check too, on things like sentence length. The days seem to be gone when a black-hat SEO with English as a second language could get into the top of serps. Blogging isn't going to hurt your SEO efforts or your PR. Neither is it going to boost your site's SERPs, IMCO.
Update PR every three months? Not sure, Champ. It has always seemd to be in that neighborhood but never that definite, at least not from what I've seen.
