Is Google doing away with use of the meta description?

No! It might not consider the Meta information to be vey important for ranking in the SERP. However the meta tags are those who say to the Search engines (including Google) what does it show to users. Which means they are very, very important.

of course no ,as i know google will reduce the important of links
