You as the Admin need to set up shipping rates to international because - and this is important - PS does NOT interface with USPS for shipping rates directly. In general, I think PS is a so-so platform. There are several excellent features, but some that are absurdly bad. Two come to mind: 1) their customer support is terribly inadequate. If anyone tells you otherwise, do not believe them.
2) I am starting to see indications of poor search capability. Part of this may be due to an EBay mentality where they change the software constantly and create problems. I am not a savvy search person, so I may be wrong. However, I have seen enough comments on this to think there is at least some substance to it.
If you have a 3rd party build your site for you (I used Neoverve) they can assist you with many tech issues. I know I would have been lost if I had to rely on PS.
