I love the language Google mouthpieces use when discussing seo issues. They are never commital, the summary from the blog post above has no definite language in it.. all nicely vague, generalising and ambiguous to not actually say anything for sure.
Google never straightens out any facts, it is their job to mis-direct and confuse, the last thing Google will ever do is reveal the truth behind their search engine algorythms or best search engine optimisation practices ;)
They definitely are very careful and conservative on their views, but they also seem to be taking more initiative, finally. Have you seen their SEO Starter Guide?

Why do you want to duplicate the content, when the businesses are different though based on the same platform? Since, Google is performing all these updates to ensure every business online is unique in its own way and highlighting their selling propositions, content plays an important role here!
