I hate to see a post go unanswered even though I cannot help you in this. If it were me I would start Googling and learn as much as you can about the subject. I am sure that after a time you will be directed to the information you seek.

I don't have any first-hand knowledge of this subject, but I oogled teh phrase "web site appraisal" and found a number of sites, including this one:

Good for you. You can post up the URL and maybe get some feedback. I did that on a different forum when I bought a nursing uniform business and got some feedback but mostly the obvious.
What are you "buying"? Be very careful. Is it a site, name, template, etc. Can you just build a similar business and use the money for marketing and not to buy the site?

At least you would have an idea of what the web site was like that you're about to buy.

A lot depends on what you are paying for the site but,
I would verify the ownership of the site: whois.sc search
Age of site: whois.sc
Traffic: Screen shots of stats
Sales and costs: This is the tough one. Get anything and everything you can to confirm the number you are told. Create a sales contract that will give you an out if there was not proper disclosure.

I agree with opensourceforce. Is this business something you can build on your own for less money?
Please let us know what kind of business are you trying to buy. I also suggest that you check out sites that can give you some important contact info re this business like Whois. From there you can see whether this business has been running live all this time or is it just a fly by night one. You can also do a quick search on your own.
I was thinking that if that particular business is for sale, I'm sure the owner has kept a track record of it. Why don't you check that out and see if it's worth your time and money.
Why are you interested in buying it anyway? Is it really earning much? Is it that popular in the WWW?
