Well most pro graphic designers use photoshop
Adobe or Macromedia Apps are industry standards. I myself use Macromedia Fireworks.
Adobe Illustrator is a great tool for professional graphics that can be used for a logo
Adobe sells a suite of products called In-Design that includes Adobe Photoshop and Illustrator. It's not cheap but virtually all graphic designers have it. So you may not need to buy it. Your designer will deliver the logo in formats that you can use, and in different sizes.

You can also try the excellent open-source Inkscape and GIMP packages, they are workalikes of Photoshop and Illustrator:

You can find an excellent article on creating a small business logo here

It deals also with tech aspects.
