That may be true if you're talking PR, but not at all true for SEO in general and certainly not for placement among particular results of a particular search.

I have a Web site, first in my signature, that is living proof. The main page is #1 in all three major SEs for particular keywords and phrases and it has not a single external link anywhere on it. And as far as I can tell, not single site over a PR 3 links to it.
