Network Monitoring and Antivirus Software

Situation: We are going to upgrade from NT to MS Sm. Business Server 2003 (internal network running AD) and MS Server 2003 (external, web, email server), Cisco catalyst 2950 switch, Cisco PIX 515e firewall and Cisco 1720 router, 13 hosts.

Question: I've been searching all day for reviews on networking monitoring and antivirus software for the server. Anyone have any strong opinions on a particular one? I am leaning towards McAfee Security SMB, but am a little leery since I've heard a few issues and I have no clue as to a good network monitoring software and I am trying to keep the cost for both at around $1500.

Any help or comments appreciated.

Norton Anti-Virus Corporate Addition,
Schedule the task manager on the server to update virus definitions weekly.

Set a group policy to configure IE not to allow anyone to download from the internet.
