Like business-to-consumer I can imagine that this refers to the statuses of the seller and buyer of certain goods or services... in your case a government acts as the seller and a consumer (a private person) as the buyer.

But this is just guessing, such terms must be seen in the right context. Therefore please provide us with some more details...
