I'm not sure exactly what you mean by 'minimum period of time'. Are you referring to how long it will take for Google to recrawl your site after you do the redesign?

Website Redesigning requires lots of activities such as changing the content, optimizing of the searches, developing new links & connecting them with Social Media etc. There are numerous companies which have been working for a long time is designing a site. As far as redesigning is a concern this company helps you to rebuild your webpage in the best way possible.

Well in terms of how fast google will pick it up th redesigned sight , it will be as soon as it crawls, google crawls when it wnats to crawl and then it has to index and only then it shows up as a new site. You can speed up the crawling by
providing a new sitemap in gwt.
You can submit the page via google submission ,
and also request a fetch on gwt .
If you can increase your traffic to the site it will also tell google something is going on there and it needs to check it out.
i Usually get massive crawls if i release something on social media that get many shares. ( this however is not indexing )
NONE of these techniques are guaranteed as there are alot of variables in play. Quality content also is another factor in crawling and indexing.
After all this is said and done is you have made big changes to your site , you might see a drop in ranking and trafic , this will be because google is re assessing where your site belongs in terms of ranking and what its all about ( again ) .
It could be a week it could be months , if you are planning to do it anyway the sooner you start the sooner it will finish . Pondering about the time is wasting time. Responsive design is critical so i dont see you having another choice anyway.

Its totally depend upon your requirement We don't know you need ecommerce or a simple 2 pages website so 1st we need to know your requirement and which platform you want to use wordpress, jumla, magento there are so many more.

You don't have to to revamp your website all the time if your website is responsive and userfriendly so you can go with it.

Didnt Op mention that the whole reason for this post is that it his website is infact not responsive ? Ofcourse you need to change it.
Wit google also lending preference to fresh content on a site you do need to udate and change things as algorithms change too. The day of having a website that ranks well and requires no onp age content and user design improvements is long gone.
People change , google changes and markets change. This is why Marketing on trends is so effective.
