What type of website are you trying to build? There are free hosts out there and you can use almost any text editor to build simple html pages. You might also try just using a blog to build your website. (http://www.blogger.com)
Feel free to post more information so that we can answer your questions.

Hi,
Depends what you mean by build a website for free. Do you means software on your pc?
If so then the two i use are 1stpage2000 which is an excellant free web editor and Selida. I prefer 1stpage200 as it was the 1st i used so am used to it.
If you want a host that that also has an online web editor that builds your pages online on your domain allowing you to edit pages from any pc that has a web browser and also has daily web conferences to allow you speak to tech and web design staff in real time and also get training to help with html etc then try www.a-web-host.com.
You can aslo get your own conference room and marketing help. They were the one i used when i wanted to move from static html to more dynamic pages as i had no scripting knowledge but after joining on the web conferences and asking questions and also logging support tickets that were answered within hours , i was able to get going really fast.
Other host members will help out as well. I hardly ever join the conferences now as i have the uploading of scripts and editing them and intergrating them into pages of pat now.
1stpage2000 from http://www.evrsoft.com/
Selida from http://selida.camelon.nl/

Also, you should check with your ISP -- many offer hosting space and basic site-building tools for a small additional fee and some even include those services free with their monthly Internet services charge.

Yes, Dmuse is correct, check with your ISP. AOL and Earthlink both include space and easy to use pagemaking tools. Verizon offers 5mb of free space. Optonline doesn't, nor does Time Warner Roadrunner.
Depending on what you want the site for, and want it to be, there are a number of free hosts out there with very simple tools, but the sites will reflect the simplicity of those tools.

If you are looking to start out with a small Web site, using your ISP is always a good place to start. If you want a Web site and have no experience with HTML and designing, some places online offer free Web site hosting and they may provide basic templates and scripts you could use for the actual page creation (but not recommended for a business Web site). Many of these free site hosts will also offer upgraded design templates and easy to implement scripts for a small monthly fee ($6 to $10/month and up).
The trade-off to using "free online hosting" when you don't upgrade to a monthly fee account, (and there always is one) is that you may have to subject your viewers to a plethora of ads which you have no control over.
There is an article on Webopedia.com, "All About Web site hosting" which provides an overview on some basics to starting a Web site and the different options you have in choosing a place to put it online. Good luck!

I would suggest you sitekreator.com. I used to work with Front page but it's too much of a hassle - problems with hosts, Front page extensions, publishing troubles..........
I have a free account at sitekreator, it's is only up to 10MB free but it's easy to use and is enough for me for now
